West Midlands Fire Service (WMFS) has selected LearnPro Group’s Prevent + Protect platform to modernise the delivery of its Prevention activities, following a detailed evaluation of the solutions available across the market. The Service will transition from its long-standing in-house system to LearnPro Group’s modern, FRS-specific Commercial Off‑The‑Shelf (COTS) platform, built on a cloud‑native, mobile-first architecture.
The decision marks a significant step in WMFS’s digital transformation journey, providing a scalable and future-ready foundation for Prevention work.

Why West Midlands Went to Market
WMFS had historically utilised internally developed systems to support its Prevention activities, which had served the Service well for many years.
WMFS assessed a range of commercial solutions and identified the need for a modern, resilient, and fully supported platform capable of delivering a consistent user experience, improved data quality, and enhanced operational insight. The Service sought a solution that could streamline processes and provide a sustainable long-term roadmap aligned with national standards and sector innovation. It needed to support mobile working and have integrated data and workflow management.

It was important for WMFS that the system could track an individual’s risk profile and demonstrate the impact of their visits and interventions. The inclusion of streamlined SMS feedback, using URL links to tailored questionnaires, with configurable scoring and monitoring, was a key requirement.
Built on Microsoft Azure, the platform offers a secure, scalable SaaS environment with deep integration into Microsoft 365 services, including Entra ID, SharePoint Online, and Office productivity tools. Its mobile-first design provides offline capability, route planning, and advanced device features such as camera and file upload, enabling frontline staff to work effectively in any environment.
Initial Scope: Prevention Activities
WMFS will initially deploy the platform to support its Prevention work types and activities, including community safety visits, targeted interventions, school visits and engagement with vulnerable individuals. The platform’s configurable questionnaires, automated workflows, and multi-channel communication tools will help the Service improve efficiency, reduce missed appointments, and strengthen engagement with the public and partner organisations.
