XVR Simulation is pleased to welcome Safety Region Utrecht back to the XVR Community. Safety Region Utrecht was the first ever XVR Simulation customer, making their return to the XVR Community particularly meaningful. This marks a renewal of a long-standing relationship and a shared commitment to advancing simulation-based training for the whole of the Netherlands. Following a successful tender process for a virtual training and examination system, the new partnership reconnects two organisations that have been part of the XVR story from the very beginning.
The safety region’s approx. 1.4 million residents are served by around 70 fire stations, six of which are staffed 24 hours a day, 365 days a year. The new deployment includes four mobile training setups, each consisting of two laptops, allowing the safety region to bring training directly to local fire stations rather than relying solely on centralised sessions. In time, Safety Region Utrecht is planning to introduce a fixed setup at its fire station in Veenendaal, supporting ambitions to expand group- and multi-agency training exercises.
Intensive implementation
Safety Region Utrecht is currently undertaking an intensive implementation programme to ensure everyone involved in simulation training is ready to use the new system. Over a two-month period, four builders and ten operators will be trained to use XVR On Scene, ensuring the examination and recertification of incident commanders can continue without interruption. Builders will soon begin developing their own scenarios and will utilise the XVR Community to expand their scenario library, drawing on shared knowledge, scenarios and 3D content already available across the Community.
Increasing demand for wildfire training
Like many other emergency response organisations worldwide, Safety Region Utrecht is experiencing an increased and urgent demand for wildfire training. The combination of densely populated areas and extensive forest and heathland reserves presents a unique wildfire challenge for the region. Using the Fire Front wildfire simulator and new 3D objects, the safety region can deliver wildfire response training across all levels of command, tailored to their own vehicle fleets and unique landscapes. This creates a realistic training environment that closely reflects the day-to-day operational reality of the Utrecht fire service.
Continuing to build the XVR Community together
As part of the agreement, XVR Simulation will continue expanding its 3D object library, including the development of a Unimog wildfire vehicle requested by Safety Region Utrecht. These assets will become available to the wider XVR Community in due course. Safety Region Utrecht has also expressed its excitement at rejoining the Community and looks forward to strengthening collaboration with other safety regions across the country through the exchange of knowledge, experience and best practice in simulation-based training.

Through this renewed partnership, Safety Region Utrecht will not only strengthen its own training capabilities but also contribute to the wider XVR Community through the development of new 3D content that can be shared across the platform. Knowledge gained throughout the project can also be shared with other users, further supporting the growth of the Community.
Together, both organisations look forward to a new chapter of collaboration, knowledge-sharing and the continued development of realistic and effective training solutions for emergency responders.
