Lancashire Fire and Rescue Service selects LearnPro Group’s Prevention and Protection solution to replace legacy systems
London, UK — Lancashire Fire and Rescue Service (LFRS) has chosen LearnPro Group’s modern Prevent + Protect platform, marking a significant step forward in digital transformation.
One of the first FRS to integrate a fully digital solution onto tablet devices for home safety visits in 2012, LFRS has a proud history of building innovative sector-leading services to better serve the community.
Recognising the need to realise value for money through more modern, sustainable approaches, LearnPro Group’s Prevent + Protect solution offers greater economies of scale than custom-built solutions, as well as broader sector alignment and standardisation.
Lancashire’s decision follows an in-depth market review and reflects its commitment to modernising processes, improving efficiency, and enhancing service delivery.
The new platform provides a modern Commercial Off-The-Shelf (COTS) solution with a mobile-first experience for frontline crews. It offers pre-built job types, questionnaires, and workflows, while retaining the benefits of local configuration and a single, supported upgrade path.
Why Lancashire Went to Market
Although Lancashire is recognised as a top-performing Fire and Rescue Service and has a strong history of digital innovative practice, delivering outstanding results in its recent HMICFRS inspection, the Service was keen to further optimise the delivery of its prevention and protection activities and take advantage of next-generation technologies.
Lancashire highlighted disparate systems with limitations in mobile working, and improving end-user experience drove the decision to seek a new solution. Previous ways of working relied on multiple applications for scheduling, job completion, and CRM, creating inefficiencies and duplication of effort.

Why LearnPro Group Was Selected
Following a comprehensive market review, Lancashire Fire and Rescue Service selected LearnPro Group’s Prevent + Protect solution as the platform best suited to its future needs. The decision was driven by LearnPro’s proven track record across UK Fire and Rescue Services and the strength of its modern COTS approach.
The platform’s no-code job and questionnaire configuration removes the need for costly bespoke add-ons, while its single integrated solution brings together CRM, scheduling, workflow, jobs, questionnaires, and risk management in one environment, supporting all job types.
Built on a modern SaaS and cloud architecture in Microsoft Azure, the solution offers deep integration with Microsoft 365 services, including Entra ID, SharePoint Online, and Office productivity tools. Its mobile-first design provides offline capability, route planning, and advanced features such as camera and file upload, ensuring frontline staff can work seamlessly in any environment.
Benefits to be Delivered
By adopting LearnPro Group’s platform, Lancashire will realise a modern, mobile-first Azure cloud solution that unifies Prevention, Protection, and Risk activities. The integrated design will eliminate duplicate processes, improve user experience, and deliver offline capability for greater resilience.
Enhanced risk management features will allow the Service to track and mitigate risks for both individuals and premises, while multi-channel communications and automated reminders will reduce cancellations and wasted visits.
Configurable questionnaires, embedded feedback surveys, and partner referral integration will further strengthen engagement with the public and partner organisations. Looking ahead, the platform also provides the ability to leverage AI services for data extraction, risk analysis, and intelligent targeting, ensuring Lancashire remains at the forefront of innovation.
Ongoing Support & Added Value
Lancashire will benefit from regular platform updates aligned with NFCC standards, ensuring compliance and consistency across the UKFRS community. The shared innovation model inherent in LearnPro’s COTS approach reduces reliance on bespoke development and guarantees long-term sustainability. Seamless integration with the Microsoft 365 ecosystem will lower support overheads and provide familiar tools for staff, while the flexibility of the platform allows capabilities to be extended without dependency on the supplier. Together, these advantages position Lancashire to deliver a next-generation service that is both resilient and future-ready.
Matt Hamer, Area Manager, Head of Prevention, Protection and Road Safety, Lancashire Fire and Rescue Service, said:
“Following a thorough market review, we selected LearnPro Group’s platform to further enhance our strong digital journey; it offers the flexibility and modern features we need, while removing the complexity of bespoke add-ons. This transition will allow us to streamline processes, improve data consistency, and build on our already strong standards with a next-generation solution.”
Russell Wood, UKFRS Market Lead, LearnPro Group, added:
“Lancashire’s decision to transition from their legacy system to our Prevent + Protect platform is a strong endorsement of our modern COTS approach. They are one of four new FRS Prevent + Protect procurements we have won in the last two months alone. By combining proven capability with deep Microsoft integration and mobile-first design, we’re helping Fire and Rescue Services move beyond fragmented solutions and into a sustainable, future-ready model that can reduce risks to our FRS colleagues, the public and help prevent incidents before they happen.”
